I have placed a ban on all users with IP's of 101.221.*.* as the same person/bot created 30 odd accounts and posts dozens of crap posts all over the forums (which I am still now cleaning away!)

If this causes anyone problems please let us know.

And once again the system is letting through 3 or 4 new spam users a day. Though something tells me they are all the same initiator as every post is the same but with slightly different in-post text.

I've turned on "instant wipe" so all I have to do is go to their profile, click "one click ban" and it bans and deletes all posts by that user.

it would also be good if a visitor/member can report a spammer.

At the moment that's not possible. we can press at an icon (!) but we then need to select a reason from a dropdown but as there are no values we can't report it. Furthermore i wonder how fast there will be a reaction.

I log in every few days and delete/ban all the offenders so I do try to keep on top of it all

Well as a first step I updated your permissions, so now you should be able to delete the user and there should be an option to delete all his/hers post automatically,Zip File Password Online let me know if this is working when you have a chance to test. I cannot check that part.
