image description html stripping

Send me sample of rich text caption which cause problems, please. Currently I don't have a idea how to solve it, but it would be helpful to have starting point.

try to put something like :
"מוצר, מחיר, תיאור"
in the description field & you will see that it cause an error - & the description field remains empty clear after saving the page.
if I put something like "
<div>מוצר<br /><p>מחיר</p></div>
- the description field get only the first<div> tag.

It looks like we have a problem with encoding. Descriptions are working fine with UTF-8 characters, but Hebrew characters can't be saved in this encoding.
It's interesting that if You edit XML files manually, reading of Hebrew characters pass without issues. Only writing makes problems.

You can send me Joomla! Hebrew Translations for Back-End to do some tests with changed page encoding. I tried to get it, but haven't got a luck to find it...
